Read first time January 24, 1991.  Referred to Committee on Ways & Means.Amending the Constitution to allow reimbursement of excessive property taxes.


     BE IT RESOLVED, BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:

     THAT, At the next general election to be held in this state there shall be submitted to the qualified voters of the state for their approval and ratification, or rejection, an amendment to Article VII of the Constitution of the state of Washington by adding a new section to read as follows:

 

     Article VII, section ... .  The legislature may provide that every homeowner and tenant actually residing in a residence shall be entitled to a property tax reimbursement for that residence in the following amounts:  For homeowners, the amount of property tax paid above five percent of the homeowner's annual income; and for tenants, the amount that eleven percent of the annual rent paid by the tenants exceeds five percent of the tenants' annual income.  The reimbursement shall be reduced by the amount of any exemption allowed under Article VII, section 10.

     The legislature may place such restrictions and conditions upon this property tax reimbursement as it shall deem proper.

 

     BE IT FURTHER RESOLVED, That the secretary of state shall cause notice of the foregoing constitutional amendment to be published at least four times during the four weeks next preceding the election in every legal newspaper in the state.
