Read first time February 19, 1991.  Referred to Committee on Ways & Means.Requiring a three-fifths favorable vote of the legislature for new state taxes or tax increases.


     BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:

     THAT, At the next general election to be held in this state there shall be submitted to the qualified voters of the state for their approval and ratification, or rejection, an amendment to Article II of the Constitution of the state of Washington by adding a new section to read as follows:

 

     Article II, section ..... No act or amendment to an act that authorizes a new state tax or increases the rate or expands the base of an existing state tax is valid unless the act or amendment is enacted by a favorable vote of three‑fifths of the membership of each house of the legislature.  This section does not apply to initiatives.

 

     BE IT FURTHER RESOLVED, That the secretary of state shall cause notice of the foregoing constitutional amendment to be published at least four times during the four weeks next preceding the election in every legal newspaper in the state.
