      Prohibits abandoning or discarding a fishing net in state waters.

      Provides for punishment under chapter 7.84 RCW, Natural resource infractions.

      Specifies the responsibility of the department of fisheries to recover abandoned or lost nets.

      Directs the department to make every effort to contract out the recovery of the nets.

      Increases business and occupation taxes of manufacturers, wholesalers, and retailers.

      Takes effect January 1, 1992.

      Terminates June 30, 1998.

      Makes an appropriation of two hundred thousand dollars to carry out the purposes of the act.
