      Specifies the purposes of early childhood education for low-income children not served by the federal head start program.

      Establishes revised goals of the Basic Education Act for the schools of the state.

      Encourages professional staff at each school to be given sufficient program and budget authority and accountability to accomplish the Basic Education Act goals.

      Revises educational goal requirements for private schools.

      Revises graduation requirements for high school students.

      Establishes the commission for student learning to prescribe performance standards for students, and to establish a state examination system.

      Repeals RCW 28A.230.110, 28A.305.140, and 25A.320.310.
