      Revises vehicle emission inspection procedures.

      Designates procedures to be utilized for vehicles certified by the United States environmental protection agency as a "clean-fuel vehicle."

      Requires all transportation plans to conform to the state implementation plan for air quality.

      Requires each county with a population over two hundred twenty-five thousand, and each city or town in those counties, to implement a commute trip reduction plan by July 1, 1992.

      Requires major employers in the counties to develop a commute trip reduction program for its employees.

      Requires the state energy office to establish a commute trip reduction task force.

      Directs the department of general administration to coordinate a commute trip reduction plan for state facilities by July 1, 1992.

      Establishes a program to encourage the purchase of efficient, low emission motor vehicles.

      Establishes a program for air pollution containment by industrial and commercial sources.

      Directs a study to be completed by July 1, 1992, which will evaluate economic incentives to reduce air pollution.

      Revises criminal and civil penalties for violations of provisions of the act.

      Designates procedures to be followed to reduce pollution from outdoor burning and from woodstoves and fireplaces.

      Specifies controls on the release of ozone-depleting chemicals into the atmosphere.

      Repeals various provisions.
