HB 1031 - DIGEST

(SUBSTITUTED FOR - SEE 1ST SUB)

      Requires the holder of a certificate of delinquency for general taxes, before commencing any action to foreclose the lien, to pay in full all sewer and water district service charges.

      Authorizes sewer and water districts to provide its commissioners with the same health, group, or life insurance provided to its employees.

      Authorizes water districts to adopt a water conservation plan and emergency water use restrictions and to impose fines for violations.
