(DIGEST AS ENACTED)

      Increases the penalties for violations of the election laws.

      Revises the administrative requirements for maintenance of voter registration lists.

      Establishes procedures for changing a name on a voter registration.

      Revises procedures for requesting absentee ballots.

      Repeals provisions in chapters 29.07, 29.10, 29.30, and 29.85 RCW.

      Takes effect July 1, 1992.
