      Delegates responsibility for the bicycle awareness program to the state patrol.

      Requires development of guidelines for the installation of reflective edgestripes along arterials.

      Prohibits the operation of bicycles while wearing earphones or headsets.

      Designates the responsibilities of the state bicycle program manager.

      Makes an appropriation of one hundred fifty thousand dollars to the department of transportation to carry out the purposes of the act.
