Defines terms.
Designates the services which infants and toddlers with disabilities or special needs are entitled to receive.
Requires each county to establish an early childhood interagency coordinating council to meet the needs of the infants and toddlers.
Directs the governor to appoint a state-wide early childhood interagency coordinating council.
Designates the duties and functions of the lead agencies for the counties and the state.
Makes an appropriation of thirteen million one hundred eighteen thousand seven hundred fifty dollars to carry out the purposes of the act.
Takes effect July 1, 1991.
