(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Provides an exemption for children of a person who was a Washington domiciliary and was killed in action or totally disabled in the line of duty.

      Requires students to be under twenty-five and the parent must have been a resident for at least one year.
