(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Authorizes the payment by the state of the costs of representation by counsel for indigent parents or guardians up to twenty-five percent after July 1, 1992, and up to fifty percent after July 1, 1993.

      Directs the administrator for the courts to develop a proposal to address the issue of the costs and submit the proposal by December 6, 1991.
