      Requires persons wishing to act as a labor relations consultant to register with the secretary of state's office.

      Establishes a requirement to file copies of any agreement to act as a consultant for employers or labor organizations with the secretary of state.

      Provides that a violation of the act shall constitute an unfair and deceptive practice pursuant to RCW 19.86.020.
