(DIGEST AS ENACTED)

      Increases the number of judges in King county from forty-six to fifty-eight, in Grays Harbor county from two to three, in Snohomish county from eleven to thirteen, and in Mason county from one to two.

      Provides that the additional positions shall be effective only if the counties pay the additional expenses, and only if the judges document their adoption of mandatory arbitration for money judgments.

      Provides that the act shall be null and void if appropriations are not approved.
