(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires cities and towns with a population of fifteen thousand or more to be furnished traffic control signals by the department of transportation to regulate vehicular traffic on state highways.

      Creates a task force to examine the population threshold and report its findings and recommendations by July 1, 1992.
