      Provides for a ballot proposition to reduce the terms of office of port commissioners.

      Revises the terms of compensation for port commissioners.

      Establishes requirements for withdrawal of candidacy.

      Establishes procedures for redrawing commissioner district boundaries.

      Repeals provisions of chapter 53.12 RCW.

      Repeals RCW 53.16.010.
