      Provides that, after examination and evaluation, a minor may be referred to an approved treatment program if the minor's needs would be best served by placement in a chemical dependency treatment facility.

      Provides authority for the involuntary commitment of minors within available funds and current programs and facilities.

      Authorizes the board of health to adopt rules to control the sale of tobacco products to minors.
