(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires the dispenser of a Schedule II controlled dangerous substance to transmit

 the information to a central repository.

      Provides that the information collected shall be confidential.

      Excludes pharmacists in hospitals and nursing homes from the reporting requirements.

      Requires a study and report to the legislature by December 1, 1991.

      Takes effect July 1, 1992.
