                      (DIGEST OF PROPOSED 1ST SUBSTITUTE)

 

      Makes an appropriation of twelve million four hundred thousand dollars to increase the number of eligible women, infants, and children served by the special supplemental food program.

      Makes an appropriation of four million eight hundred thousand dollars to support the emergency food assistance program and directs one million dollars to be destined for food banks in timber dependent communities.

      Requires the issuance of expedited food stamps to eligible recipients within twenty-four hours of application and makes an appropriation of one million five hundred thousand dollars to carry out the program.

      Makes an appropriation of twelve million four hundred eighty thousand dollars to fund nutritional programs.

      Takes effect July 1, 1991.
