      Declares the purpose of the program is to establish a council to identify roads, streets, and bus stops that are hazardous to school children and develop methods to make safety improvements.

      Establishes a school pathway and bus stop improvement program council.

      Requires recommendations to the legislature by June 30, 1993.

      Expires June 30, 1996.

      Provides that the act shall be null and void if appropriations are not approved.
