      Provides that a person is guilty of a gross misdemeanor if he or she performs the functions of a private detective without obtaining a license.

      Specifies additional gross misdemeanor offenses.

      Provides civil penalties for persons who violate an injunction order.

      Establishes the requirements to obtain a private detective license.

      Requires detectives to maintain minimum insurance coverage.

      Authorizes disciplinary proceedings for unprofessional conduct.

      Directs the criminal justice training commission to establish a program for issuing firearm certificates.

      Provides that the act shall be null and void if appropriations are not approved.
