      Creates the center to conduct research and development in molecular science that may result in breakthroughs that will assist future waste management and environmental restoration efforts.

      Specifies the purposes which the center should try to accomplish.

      Requires the higher education coordinating board to make recommendations on the center by January 1, 1992.
