      Declares that the duty to suppress forest fires are duties owed to the public in general and not to any individual person or class of persons.

      Does not alter the responsibilities of the department as a land owner.

      Provides that the investigation of the cause of forest fires shall determine if criminal acts or negligence caused the fires.
