      Revises the provisions for enforcement of spousal maintenance obligations.

      Establishes the conditions for receipt of direct payments by court order or decree to satisfy a property division obligation pursuant to a dissolution order.

      Provides for a motion to enter an order restraining the department from paying any benefits to a member until further notice of the court.

      Makes an appropriation of seventy-eight thousand forty-nine dollars to carry out the purposes of the act.
