HB 1223 - DIGEST

      Requires the legislature to appropriate sufficient funds to assure that educational employees are compensated at a rate which places Washington in the top ten percent of states by the 2000-01 school year.

      Requires that the average annual compensation increase be at least equal to the cost-of-living increases after the 2000-01 school year.

      Provides for the establishment of the excellent school buildings program which is intended to provide financial awards.
