      Requires a medicaid provider's facility to hold open a recipient's bed for a minimum of three days following discharge of the recipient for the purpose of hospitalization.

      Establishes the procedures for reimbursement of nursing homes which hold beds available for the required period.

      Directs the department to develop rules to accurately keep records of a resident's social leave time and hospitalization time.
