      Specifies the powers and duties of the higher education board in administering the program.

      Provides that participants in the program incur an obligation to repay the conditional scholarship unless they serve, on a full-time basis, for a period of not less than one year for each year assistance was received.

      Convenes a planning committee to assist in establishing participant selection criteria.

      Provides for recovery of payments in default circumstances.
