      Specifies the powers and duties of the higher education board in administering the program.

      Provides that participants in the program incur an obligation to repay the conditional scholarship unless they serve, on a full-time basis, for a period of not less than two years for each year assistance was received.

      Provides for recovery of payments in default circumstances.
