(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Provides that the payment shall be based on the worker's wage at the time of filing the application to reopen the claim or the worker's wage at the time of injury, whichever is greater.

      Requires computation under the schedule of payments in effect at the time of application.
