      Directs the department of employment security to establish the natural resource worker project.

      Locates the project in Skagit county to provide employment and training opportunities for dislocated timber workers in the areas of fisheries, wildlife, recreation, and other natural resource professions.

      Requires annual reports on the progress of the program.

      Takes effect July 15, 1991, and expires August 1, 1996.

      Declares that the project is subject to approval of funding.
