HB 1323 - DIGEST
Declares an intent to protect our system of business competition by stopping the selling of cigarettes below cost in the wholesale and retail trade.
Provides that it is a class 1 civil infraction for any wholesaler to knowingly sell cigarettes to a retailer who does not possess the required state retailers licenses.
Increases the wholesaler's license fee if annual tax collections exceed two million dollars.
Increases retailer's license fee.
Creates a cigarette sales enforcement fund.
Repeals provisions of chapter 82.24 RCW and sections 1, 14, and 15, chapter 321, Laws of 1986 (uncodified).
