      Declares an intent to establish a comprehensive, low-income energy assistance program that incorporates income assistance, energy conservation, and other measures to ensure that citizens have access to affordable energy services.

      Encourages the weatherization of at least one-half of the existing low-income households by the year 2000.

      Directs the development of model energy education programs.

      Establishes a low-income energy assistance advisory committee.

      Requires energy suppliers to pay their share of an assessment to fund the program.

      Creates the low-income energy assistance and energy conservation account.
