      Declares that it is unlawful for a landlord to require a fee from a prospective tenant to be considered as a tenant for a dwelling unit.

      Permits a landlord to charge for the costs incurred in screening the prospective tenants.

      Requires that tenants be informed of their rights to dispute information they feel is inaccurate.

      Requires the transaction of charging a fee or deposit from a tenant to be reduced to writing.

      Provides penalties for violations of the act.
