      Declares an intent to increase the availability of funds to help provide infrastructure to distressed areas and timber-dependent counties.

      Encourages the increase of exports from timber-dependent communities.

      Repeals RCW 82.62.040 and 82.60.050.

      Expedites permits for growth in timber-dependent communities.

      Directs the employment security department to establish a program for the provision of training to displaced timber workers.

      Creates the timber communities assistance fund.

      Makes various appropriations to carry out the purposes of the act.
