HB 1363 - DIGEST

      Provides that the greatest amount of direct instructional personnel shall be assigned to students in grades K-3 to assure the lowest class size.

      Declares the highest priority to be in the teaching of basic skills to the students considering their individual needs and abilities.

      Requires evaluation of programs to assess the effectiveness in increasing basic skills achievement.

      Provides for allocation of funds for full-time equivalent staff providing instruction directly to students.

      Revises the teacher to student ratios for the school years 1991-96.
