      Increases fee structure for superior court costs.

      Requires any money appropriated from the public safety and education account in order to promote civil representation of indigent persons to be used solely for the purpose of contracting with qualified legal aid programs.

      Provides a distribution formula for legal aid funds.

      Prohibits use of funds for lobbying activities or in class action suits.

      Authorizes a court to waive the filing fees if a party is unable to pay because of financial hardship.

      Increases the deposit requirements for county or regional law library funds.
