      Establishes a community mobilization program for teens to fund and coordinate six community-based projects to develop targeted and coordinated strategies to meet the needs of teens.

      Designates the elements to be included in applications for funding.

      Establishes criteria for award of grants to the approved projects.

      Prohibits health screenings and referrals to include the distribution of contraceptives.

      Provides that the act shall be null and void if appropriations are not approved.
