      Establishes a community mobilization program for teens to fund and coordinate six community-based projects to develop targeted and coordinated strategies to meet the needs of teens.

      Designates the elements to be included in applications for funding.

      Establishes criteria for award of grants to the approved projects.

      Makes appropriations of unspecified amounts to carry out the purposes of the program.
