      Provides that a person committing an infraction of automobile insurance requirements may be assessed a monetary penalty or community service.

      Directs that a citation be dismissed without cost upon proof of insurance at the time of the citation.

      Authorizes law enforcement officers to issue a citation for a traffic violation under RCW 46.30.020.
