HB 1398 - DIGEST

 

      Provides that, upon a failure of negotiations and mediation between the parties, an interest arbitration panel shall be created to resolve the dispute.

      Establishes the procedures for conducting the arbitration hearing, issuing the findings, and making a determination of the issues.

      Provides for a superior court order to be requested upon a failure of either party to accept arbitration.

      Declares that the right of educational employees to engage in a strike, work slowdown, or stoppage is not granted.

      Provides that a refusal to obey a court order in these circumstances shall be punished as a contempt of court as provided in chapter 7.21 RCW.
