      Directs the secretary of health to develop and promote state-wide public health prevention and education strategies designed to address the problems that arise from the use of controlled substances and alcohol during pregnancy.

      Promotes the development of local prevention and treatments and authorizes funding and technical assistance to pilot projects.

      Requires a report to the governor and the legislature on the results of the pilot programs by October 1, 1993.

      Makes an appropriation of one hundred fifty thousand dollars to carry out the purposes of the act.
