(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Specifies the conditions for granting of the exemptions.

      Requires a claim for an exemption to be filed within sixty days.

      Declares that a person signing a false claim with the intent to defraud shall be guilty of the offense of perjury.

      Provides that the act shall take effect if the proposed amendment to the state Constitution is approved in the November 1991 election.
