      Designates the center's primary activities.

      Establishes a food and environmental quality laboratory at Washington State University.

      Designates the responsibilities of the laboratory.

      Provides that the act shall be null and void if appropriations are not approved.

      Creates the minor uses advisory committee.

      Requires the development of guidelines for registration of pesticides.
