      Requires a capital appropriation bill to include the estimated general fund debt service costs of new capital appropriations for the current biennia and for the succeeding two biennia.

      Places requirements for expenditure of funds distributed by a state agency to local governments.

      Requires the office of financial management to adopt guidelines for implementation of the requirement.
