      Authorizes the formation of regional game fish enhancement groups and declares the groups to be eligible for state financial support.

      Provides a surcharge on fishing licenses and punchcards, and on fishing guide licenses to be deposited in the regional game fish enhancement group account.

      Creates an advisory board to assist the groups.
