      Provides that no insurer shall refuse to renew an automobile insurance policy solely because of an accident where the insurer's portion of fault is less than twenty-five percent.

      Prohibits the sale of automobile liability insurance in an amount which is less than the liability limits specified under RCW 46.29.090.
