      Establishes the membership of the committee, including providing for nonvoting liaison members.

      Directs the committee to initially address the feasibility of a high-speed ground transportation system.

      Requires a final report by December 15, 1992.

      Makes an appropriation of one million dollars to carry out the purposes of the act.
