HB 1459 - DIGEST

      Provides for an annual litter assessment on the manufacture and sale of products and by-products.

      Creates an account in the state treasury to be known as the clean Washington account.

      Requires the adoption of rules specifying maximum practical recycling and recycled content levels for all packaging materials, including rigid plastic containers.

      Establishes the clean Washington center within the department of trade and economic development.

      Repeals RCW 43.31.552, 43.31.554, and 43.31.556.

      Requires local governments to amend local hazardous waste plans to include a used oil recycling element.

      Requires persons selling oil and oil filters to post signs encouraging recycling and informing purchasers of recycling locations.

      Requires a public education program to inform the public of the need to recycle oil.

      Establishes standards for burning used oil in a land-based facility.

      Repeals RCW 19.114.010, 19.114.020, 19.114.030, and 19.114.900.

      Makes appropriations of unspecified amounts to carry out the purposes of the act.
