      Establishes a grant program to operate magnet schools offering programs capable of attracting students of varied racial or ethnic backgrounds.

      Designates the requirements for the approval of grant applications.

      Designates the approved utilizations for the grant funds.

      Makes an appropriation of six million dollars to carry out the purposes of the act.
