      Revises provisions governing leave from employment for care of family members.

      Provides that an employer may not discharge or discriminate against an employee who files a complaint or assists in a proceeding under RCW 49.12.270 through 49.12.295.

      Repeals RCW 49.78.060 and 49.78.210.

      Revises provisions for employer-assisted child and family care.

      Establishes the office of the child care resources coordinator.

      Revises provisions for child care impact fees.

      Revises provisions regulating child labor.

      Repeals RCW 49.12.123.

      Provides civil and criminal penalties for violations of child labor laws.

      Revises wages and hours standards provisions.

      Makes appropriations to carry out the purposes of the act.
