(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Establishes periodic adjustments to the state minimum wage.

      Provides for four dollars and seventy-five cents per hour on July 1, 1991, five dollars and twenty-five cents per hour on January 1, 1992, and provides a formula to establish the minimum beginning on April 1, 1993.

      Takes effect July 1, 1991.
